T\u0101pat tirg\u016b konstat\u0113tas vair\u0101kas probl\u0113mu, kur\u0101m nepiecie\u0161ami risin\u0101jumi.<\/p>\n<p>2012. gada laik\u0101 izsniegti 554 682 hipotek\u0101rie kred\u012bti m\u0101jok\u013ca ieg\u0101dei, labiek\u0101rto\u0161anai, remontam un b\u016bvniec\u012bbai, liecina Latvijas Bankas dati. Ja Hipotek\u0101r\u0101s kredit\u0113\u0161anas likum\u0101 tiktu iek\u013cauts Amerik\u0101 past\u0101vo\u0161ais \u00abnolikto atsl\u0113gu princips\u00bb, tad situ\u0101cij\u0101, kad kred\u012bt\u0146\u0113m\u0113js nesp\u0113j atmaks\u0101t m\u0101joklim pa\u0146emto kred\u012btu, vi\u0146\u0161 atdod \u0161o \u012bpa\u0161umu bankai un pat, ja t\u0101 v\u0113rt\u012bba nesedz visu kred\u012bta summu, saist\u012bbas ir nok\u0101rtotas, un aizdev\u0113js vairs nevar izteikt nek\u0101das pretenzijas pret kred\u012bt\u0146\u0113m\u0113ju.<\/p>\n<p>\u00abGandr\u012bz tre\u0161da\u013cai hipotek\u0101ro kred\u012btu \u0146\u0113m\u0113ju ir gr\u016bt\u012bbas laikus atmaks\u0101t aiz\u0146\u0113mumu. \u00abNolikto atsl\u0113gu princips\u00bb kred\u012bt\u0146\u0113m\u0113jiem gal\u0113j\u0101 situ\u0101cij\u0101 sniegtu jaunu risin\u0101jumu. Nepie\u0146emot \u0161o principu, politi\u0137i tom\u0113r vair\u0101k nost\u0101jas banku pus\u0113, un \u013caus ar\u012b turpm\u0101k neizv\u0113rt\u0113t \u012bpa\u0161uma st\u0101vokli, k\u0101dam tiek pie\u0161\u0137irts kred\u012bts,\u00bb sar\u016bgtin\u0101jumu par darba grupas l\u0113mumu pau\u017e Latvijas kred\u012bt\u0146\u0113m\u0113ju apvien\u012bbas (LAKRA) valdes loceklis J\u0101nis \u0100boli\u0146\u0161.<\/p>\n<p>Tieslietu ministrija pat\u0113r\u0113t\u0101ju kredit\u0113\u0161anas likumprojekt\u0101 ierosin\u0101ja stingras pras\u012bbas un noteikumus kredit\u0113\u0161anas starpniekiem un p\u0101rst\u0101vjiem, kas izsniedz kred\u012btus. Ir bijis laiks, kad hipotek\u0101ro kred\u012btu \u0146\u0113m\u0113jiem nebija ne jausmas, uz ko vi\u0146i \u00abparakst\u0101s\u00bb vair\u0101ku gadu garum\u0101, jo zin\u0101ja, cik ir aiz\u0146\u0113mu\u0161ies, bet neapzin\u0101j\u0101s, cik gadu laik\u0101 samaks\u0101s procentos. LAKRA uzsver, ka Hipotek\u0101r\u0101s kredit\u0113\u0161anas likuma izveide samazin\u0101s riskus un palielin\u0101s atbild\u012bbu ab\u0101m dar\u012bjum\u0101 iesaist\u012btaj\u0101m pus\u0113m. Regul\u0113jumi ir nepiecie\u0161ami, jo kred\u012bt\u0146\u0113m\u0113ju zin\u0101\u0161anas nav pietieko\u0161as, k\u0101 rezult\u0101t\u0101 saist\u012bbu laik\u0101 vi\u0146us var sagaid\u012bt nepat\u012bkami p\u0101rsteigumi.<\/p>\n<p>Savuk\u0101rt Pat\u0113r\u0113t\u0101ju ties\u012bbu aizsardz\u012bbas centrs (PTAC) skaidro, ka pat\u0113r\u0113t\u0101jiem Hipotek\u0101r\u0101s kredit\u0113\u0161anas normat\u012bv\u0101 akta izstr\u0101de ir b\u016btiska, jo fiziskas personas (pat\u0113r\u0113t\u0101ji) ir visneaizsarg\u0101t\u0101k\u0101 kredit\u0113\u0161anas l\u012bguma, kura atmaksa nodro\u0161in\u0101ta ar nekustam\u0101 \u012bpa\u0161uma hipot\u0113ku (\u0137\u012blu), iesaist\u012bt\u0101s puses. Pat\u0113r\u0113t\u0101ju r\u012bc\u012bb\u0101, sal\u012bdzinot ar komersantiem, ir ierobe\u017eot\u0101ki administrat\u012bvie, person\u0101la, finan\u0161u un intelektu\u0101lie resursi savu ties\u012bbu pilnv\u0113rt\u012bgas aizsardz\u012bbas nodro\u0161in\u0101\u0161anai. Savuk\u0101rt, normat\u012bvajam aktam ir ne tikai regul\u0113jo\u0161a, bet ar\u012b sabiedr\u012bbu izgl\u012btojo\u0161a funkcija.<\/p>\n<p>Par \u00abnolikto atsl\u0113gu principu\u00bb PTAC nav viennoz\u012bm\u012bga v\u0113rt\u0113juma. PTAC pau\u017e ba\u017eas, ka \u0161\u012b principa realiz\u0101cija var\u0113tu ietekm\u0113t hipotek\u0101ro kred\u012btu izmaksas, k\u0101 rezult\u0101t\u0101 \u0161\u0101ds kred\u012bts var\u0113tu b\u016bt d\u0101rg\u0101ks un nepieejams pat\u0113r\u0113t\u0101jam.
